This is such a confusing question. To understand the impact he would need to understand the compliance feature via user story: "As a compliance officer, I need to see all changes". This user story will impact the timeline due to more effort and hence impact the release planning.

The question is tricky, however, it ask for "understanding of the impact of non-compliance"! The most remotely related answer is the DOD - which is probably the acceptance criteria.
