Have all the affected stakeholders been considered, and do they endorse the change? Are there contractual ramifications to consider? For example, will commitments with outside vendors be unfulfilled because of this change? All of this is business value... Examine the business value before submitting the change request to the higher authority.

Ans: B In my view, both A and C are wrong. Please read the question carefully. This is a Customer-Vendor situation. Customer wants to introduce the new tool. The project team already identified changes and submitted the change request to the customer. For Choice A, any prioritization should have already happened before submitting the change request. And you cannot modify project plan without approval from customer. And for C, it is saying examine the business value, That should have happened before submitting change request. So best bet is B. The project team inform their management that there is a customer org change
