I think the question is asking "What should the team member do IF or WHEN ELSE the stakeholder reach out to the team member". In my opinion, it makes more sense for the team member to refer the stakeholder directly to the PM as this will ensure that the stakeholder know the right thing to do for next time and also resolve the issue of loss of productivity caused by the distraction.
