I disagree with you. Updating the stakeholder register goes with stating their requirements and expectations. You won't get those details if you don't hold discussion with them. So the first thing to do is to hold a discussion with them to gather their requirements and expectations as well as their information needs about the project before documenting them in the register. So D makes a better answer of the choices provided.
