quite tricky... I originally though option-C could be nice but still no confidence. In my opinion, need to start what is the expected situation or exam category of PMI-ACP to reach best answer... First of all, I expected this question was created to answer the knowledge of value stream mapping or topic to improve process in company. based on this assumption I though Option C is candidate but... very difficult to select one.

A tricky one :) A = correct, based on an elimination approach (still not sure, why PO is stressed to be embedded when it is already taken into consideration). B = decision by the whole organization, it's not an Agile approach C = not an agile Approach, too D = same as B and C
