I agree with Petrevski. B is good. At first, I thought team should update charter among stakeholder but the document have been holding/managing by team, not with the stakeholder. Then we need to choose Option-B.

In my opinion, the first step is to remind that one of the overseas stakeholders of their obligation to engage in the project (option B). If that does not help, we're going with option C. Option D is not an option (according to me) since is out of any logic to modify any kind of agreement because of one stakeholder. Also, there's no working agreement between the team and stakeholders.
