C is incorrect: not the product owner is grooming the backlog, but the team.
A = would be correct if the question was set: How should the agile leader AVOID this conflict? BUT, since the conflict has already happened, and the question is "How should the agile leader reduce this conflict?", in my opinion, the more suitable option here is C.
