In my opinion, D is correct. Think about decomposition. From Mike Griffiths: "In the value-based decomposition process, we pull forward elements of the project—in the level of detail that is appropriate for the project phase we are in and how much we currently know about the project—into a format that we can work with for the next process. We then continue to refine and elaborate those elements, adding increasing levels of detail and transforming them into a format that can be further refined in subsequent processes. The end product of this process is a highly detailed deliverable that is still true to the original design objectives." A is incorrect: we are beyond the chartering process. C is incorrect: not the product owner is grooming the backlog, but the team.

A = would be correct if the question was set: How should the agile leader AVOID this conflict? BUT, since the conflict has already happened, and the question is "How should the agile leader reduce this conflict?", in my opinion, the more suitable option here is C.
