I'm not so confident but Option-A is best answer. the question tells "project vision" but we should rephrase Product vision at initial stage then we can utilize template for defining something vision.

Changed my mind. D is better. Because template etc would be prepared by PO or SM. Off course two of them involved and called as team but for telling/leading question, questioner of this one may describe actual name of role. So team means more or less development member, so D could be nice.
