Why not A? If he gets full support THEN he'll get the training for the team members. And what is the use of training on Agile if the management then prevents the application of this framework (for example by not granting independence to the team?)

"Ow, but the company is already transitioning" Yeah, and that doesn't mean that management supports that choice. It's normal to work in a place where the company (C-level people, executive board...) decides something and the workers are not ok with that decision. You first must be sure that everyone is on the same page.

I guess it's D because the company is already transitioning to agile and that wouldn't have happened without management commitment. That said, the bedrock of agile approach success will then be adequate knowledge among team members, delivered through effective training
