Just adding another thing: The answer C gives us a hint that they may be organizational procedure: "Ask the organization to improve the internal procedures" So is something that the PM can't change. "Removing barriers" may be a lot of things. He may do D by during C or B
I think the answer is C because the PM does not have the powers to remove the barriers. He needs organizational permission.
