A is better answer as the the PM would not have the authority to add items in the backlog. IN this case, escalating to the Product Owner is the option to take. If B was phrased in the way that the PM would ensure the Item are added to the backlog by the Product Owner - then its a different story.

PO should update product backlog. Or if scrum master/project manager does it they should inform PO. So, PO should be contacted about the new requirement to review and next steps. Here ' escalate' word is misleading as it is currently not known if new requirement impacts project positively or negatively.
