The event in Scrum that checks the development flow is the Daily Scrum. The focus of this event is to inspect the development progress and adapt the team's plan accordingly to ensure a smooth flow of work and to identify and address any potential roadblocks early on.
During Iteration review, the Product Owner reviews the completed backlog items with the stakeholders to ensure they meet the agreed-upon Definition of Done.
Development flow is checked in daily meetings as well as iteration review, but backlog item is done or not is checked in Iteration review only... so correct match looks like

I got kind of hung up on the term "Development Flow" since it's never really used in PMBOK. Although from what I gather, its referring to the "Life Cycle Using Adaptive Development Approach" which uses "flow-based scheduling".
This type of scheduling depicts an opportunity for "Feedback Backlog Prioritization" after each Iteration... which is just another way to describe an Iteration Review.
This is what they have, and it's correct:
