After re-reading the answer D, there are 2 things missing : 1. Any changes need to raise Change Request 2. Change Request need to get approval from CCB, not just sponsor CMIIW

It can C or D but D should be considered first. Overall, the project manager should consider the project's closure criteria and the impact of any proposed changes before making a decision. I liked D more on an agile project. The project sponsor adding more requirements before project closure doesn't seem abnormal to me. I think of the upside down triangle and scope can adjust in agile if there is time/budget. In a predictive project I'd pick C. It doesn't specify in the question though.
