C. if the Senior Mgmt has been supporting so far, why would they change their mind if the PM asks for their support? wouldn't it be more efficient to have someone influential on your side first?

If senior management is not supporting, they will not even if you ask them to do so. And you may not directly ask, so better to get like-minded people on your side who have stakes in the project and have influence to get the senior management moving.

What guarantees that a stakeholder with great influence can convince senior management to get more involved in the project? Or that can solve problems with the business team?
