A is the right way to go. resource management plan will not help the confused team member out, he is not clear about the role , it is PM's duty to make it clear what the member need to do. The functional manager could help, but PM should take lead.

Although, the resource management plan does include a "roles and responsibilities": A description of the roles and responsibilities of the project manager, resource managers, team members and other stakeholders...however I think that is more about managing resources. The question says: "team member who is unclear about their role and responsibilities for the project."
