The impact is already known: the capacity of the remaining iteration is exceeded> So no need of estimation action... Now involve stakeholders for new prioritization which is the key work /action here according to agile mindset ( and get back to normal capacity...)

It mentioned the new regulatory exceed the capacity of the remaining iteration. Therefore, impact analysis has done and the issue has been updated to issue log. There is only one iteration left for the project. The only action is prioritization. Whether the new regulatory should be done in the coming iteration and drop off other user stories.

In the Question it is already mentioned due to the change the capacity of iteration is already exceeded, so there is no need to calculate the impact again, since it is an issue, option A is better choice than C.
