The Answer is B, Blocked rules are still used in rule resolution. Withdrawn and Not Available rules are ignored in rule resolution.

No, it should be D, since rules with availability in Not Available are discarded for this only ruleset version, whereas Withdrawn discards this ruleser version and the lower ones within the class.

Blocked rules will still execute and throw an error, withdrawn will force the application to look for an instance in a parent class
