Why it should not be A. It should not be C, because when the Base rule is selected in 01-01-03 it will ignore previous occurrences in the same major version. So, it will ignore C(01-01-02).

The answer should be A, since this is the circumstanced rule with the highest ruleset version starting from the base rule (01-01-03).

The Answer is not A, it's B. B is basically a later version of the base rule (01-01-03). All the rules before this version are no longer applicable. When the system looks at only those rules available for ranking, the circumstance for Country is not applicable. The system chooses the highest version of the rule without any circumstances defined. I know this is correct because it states this in Pega Academy and there is a question in the module quiz with this exact scenario. https://academy.pega.com/module/circumstancing-case-processing/v3/quiz? Answer is B.

My Bad this answer is A, for the other question in this set that uses the baserule this explanation is relevant
