Case level SLA is more appropriate in this scenario as it tracks SLA through out the different stages to ensure the deadline of 30 days is met.

For sure. It's incorrect to say that this must be configured at a 'Process' Level because all the the Case is affected and impacted by the SLA accomplishment.
