Answer is D. To do the assignment its privilege and privilege is set for entire case instance (ARO-specify class instance) not for any stage of the case. but to access /open work object at particular stage its access when record.

Answer should be A .To restrict access one particular assignment we can use privilege and to restrict creating/initiating new request need to be controlled through access when rule

No, privileges focus on providing access to rules using a defined ARO. For this case we should restrict the access in a particular stage within the case instead of a particular rule. For this reason, an Access When rule is more suitable.
