The question is talking about "administrative management services" about the management interface not management interfaces. Tested in a lab: From PanOS 11.0 firewall go to Device -> Setup -> Interfaces -> Management -> Administrative Management -> Services - you will see these options : HTTP, HTTPS, TELNET, SSH. That is why the answer is C not A.
