I think C and D make more sense than anything else. B, is not correct since user training is essentially always critical. A, they appear to be infinitely scalable but that's a benefit for the SaaS developer. I suspect the question is more from a consumer/user point of view. C, SaaS apps are quick to deploy to an organization. Register the user and that's all there is. D, vendors of the SaaS are responsible for the application operations and availability.
