Honestly, there isn't enough information to pick between Stateful and Stateless. Both filter packets based on source and destination addresses. I'm going with C because the question says nothing about maintaining session state. On the actual exam, look for further details in the question to decide.
(pg. 58) They inspect individual packet headers to determine source and destination IP address, protocol (TCP, UDP, and ICMP), and port number (during session establishment only) to determine whether the session should be allowed, blocked, or dropped based on configured firewall rules.
