C but I think there is a error in the question: PDB1 is in mount so upgrade will fail. if the error is "-C" instead of "-c", answer F would be correct

C. Only CDB$ROOT, PDB$SEED, and PDB1 are upgraded. CDB$ROOT - In Upgrade MOde PDB$SEED - in Upgrade Mode PDB1 - In Upgrade Mode (Alter .. Open Upgrade) PDB2 - Excluded A - Incorrect When a PDB is in open migrate mode, you can run database upgrade scripts on the PDB F-Incorrect -it's excluded.

A procedure (-c exclude PDB2): SQL> startup upgrade; SQL> alter pluggable database all open upgrade; run parallel upgrade utility

I rechecked and found that: -c include -C exclude So in this case it exclude PDB2 as you said. So I think C correct: When a PDB is in open migrate mode, you can run database upgrade scripts on the PDB.

I think C is correct; You can upgrade individual PDBs by putting one in upgrade mode individually. https://docs.oracle.com/en/database/oracle/oracle-database/19/spupu/unplugging-plugging-and-upgrading-pdb-new-cdb.pdf. See section Upgrading the Earlier Release PDB to the Later Release.
