i think Oracle messed up - according to https://docs.oracle.com/en-us/iaas/Content/General/Concepts/regions.htm "cross-region" include Compartment and DG, "Regional" does NT inlcude ANY from the list in the question. It looks like they did mean 'cross-region" but said "regiona', may be they had a dring or something
tips : In general: IAM resources are cross-region. DB Systems, instances, and volumes are specific to an availability domain. Everything else is regional. Exception: Subnets were originally designed to be specific to an availability domain. Now, you can create regional subnets, which are what Oracle recommends.
