B is the answer: RAC Database is not required in this solution. Standalone will be most suitable and cost effective. You can create the standby DB system in a different availability domain from the primary DB system for availability and disaster recovery purposes. With Data Guard and switchover/failover can meet RTO 1 hour.

A. Hard to do a recovery in 1 hour (RTO) B. Data Guard is included in EE and you achieve RTO of 1 hour. You can achieve goals and is more cost-effective than with RAC. C. Makes no sense D. Is more expensive and you need Extreme Performance for RAC

Why not A? It is even more cost effective? The only cons is if you are able to recover RMAN backup in 1 hour, but the size of the DB is not specified in the question.

B looks good, but please consider that this is a major client of this company, and the business continuity is critical, even in case of entirely region down, that rarely happen with the cloud computing. So that, a design for this kind of company and requirement is not just based on the cost aspect. A single node of database is quite risk even you can switch back and forth. A RAC solution is more resonable in this case, so D is the most applicable option. --> D is correct answer.
