A, for sure. Oracle Functions is based on open source Fn Project which provides function development kits (FDKs) for Java (including GraalVM native image), Python, Node, Go and Ruby, and in addition, lets you bring your own Dockerfile.

A. PL/SQL is used for programming in database like writing triggers or stores procedures. Funcions have nothing to do with that, it executes on a virtual machine (in a container) and not in a database.
