Correct answer is C. ACK is an execption and doesn’t require any response; BTW its Cseq is NOT the same as the INVITE so it belongs to another transaction.

another exception: according to RFC, when responding to 200 OK, ACK's Cseq MUST be the same as the transaction it's acknowledging. (section 13 of RFC)

B, The ACK request confirms that the client has received a final response to an INVITE request. (ACK is used only with INVITE requests.) In RFC3261 : Regular Transaction: A regular transaction is any transaction with a method other than INVITE, ACK, or CANCEL.
