I agree with you about C. Interestingly enough, I think both A and C are wrong. When you get "connected to an idle instance" this means that your DB is not at least STARTED. The command startup nomount simply starts the database so it is not an idle instance.
Either the correct question asks for only three correct answers, or the answer choices are written incorrectly in this dump (I have seen that is an occasional occurrence with this dump).
A is wrong:
after startup nomount, all memory structures are created, and basic background processes started (such as pmon). So the instance is not idle.
A voting comment increases the vote count for the chosen answer by one.
Upvoting a comment with a selected answer will also increase the vote count towards that answer by one.
So if you see a comment that you already agree with, you can upvote it instead of posting a new comment.
