C: reduced by one True Effect: Oracle Clusterware will attempt to gracefully reduce the number of running ASM instances to match the new count (2 in this case). It will shut down one of the running ASM instances, likely the least loaded one, to reach the desired count. Since all database are running from 19c homes, all database instances will be using MGMTLSNR. This means they can still connect to the remaining ASM instances after one instance is shut down.
