why is this exam so confusing ! The company does so on purpose . All choices except C look right. https://docs.oracle.com/en-us/iaas/external-database/doc/external-databases.html#:~:text=To%20manage%20an%20external%20database,resource%20called%20a%20database%20connection. To manage an external database, you create an OCI resource known as a "handle" that represents the external database within your tenancy. After creating a handle for your database, you create a second resource called a database connection. In addition, you must create a dynamic group for all the management agents to be used by the external database.

I would say A & D. To manage an external database in Oracle Cloud Infrastructure, you need to configure a dynamic group for managing policies and permissions and set up a database connection to enable communication with the external database.
