Service level redundancy doesn't mean SLA. My understanding is that the service should be redundant. See "Have a service level redundancy by creating a IPsec VPN service alongside FC. Oracle always prioritizes FC over VPN connection." in page 45 from https://www.oracle.com/a/ocom/docs/connectivity-fast-connect-200.pdf
