In OCI, volumes are only accessible to instances in the same availability domain . You cannot move a volume between availability domains or regions, they are only accessible within the region or availability domain they were created in.
D. cloning is only good with the same AD, Region and compartment. you can resize the clone when creating it.

C. Cloning an existing volume to a new, larger volume.
In OCI, you can clone an existing volume to create a new volume, but the cloning process typically creates a volume of the same size as the source volume. It does not inherently allow you to clone an existing volume to a new, larger volume. You can, however, create a new larger volume separately and then copy data from the source volume to the new volume.
