In the console,under the core infrastructure service, go to Block storage and then click BlockVolume replicas.ensure you are the proper region that contains the block replica volume you intend to activate

B -there is a block volume replica option readily available in the console. However, when creating the block volume, you have the option to either turn on or off the replication. Therefore, enabling/activating replication is required for it to replicate https://blogs.oracle.com/cloud-infrastructure/post/cross-region-block-storage-volume-replication
