SOrry it is the C teh right answer because SSH run on the 22 port, the ingress rule on NSG and Security List must contain O.O.O.O/O on 22 port

B may be correct and best practice. But the question is "What could be the problem?". The answer should be how to resolve problem, not what is best practice in any case.
