A. The VM port is not allowed by the firewall. If the port required by the script or application for communication is blocked by the firewall, the connection attempt will be refused. Ensure that the firewall rules allow traffic on the necessary ports. C. The VM is still in the boot process. If the VM is still starting up or has not completed its boot process, it might not yet be available to accept connections. This can lead to a "Connection Refused" error if the service or application the script is trying to connect to is not yet running.

Bad credentials wouldn't return a "connection refused" error, it would be an invalid user/pw error. Connection refused more aligns with a networking issue - i.e. port blocked or not accessible because its still booting
