Way i remeber this is 'Connect' has an 'O' for outgoing and 'Active' has an 'I' for incoming.
So if we are in 'Connect' we are configured correctly and trying to connect. If we are in 'Active' the far end is trying to connect so something must be wrong with our local end.
If you DIDABLE remote peer, the local will stuck in "Connect" state too, but what is "most likely reason": mistake (bad or no configuration) or planned configuration (disabled).
