B - RFC 4271 states that all BGP routers within a single AS must be fully meshed to provide a complete loop-free routing table and prevent traffic black holing.
In Nokia's IP/MPLS networks, a full iBGP mesh is not required when using route reflectors (RRs). Route reflectors are specifically designed to eliminate the need for a full iBGP mesh by allowing them to redistribute routes to other iBGP peers, thus simplifying the network design and reducing the overhead of managing iBGP sessions.
