I checked in hu. Key word is twinax. Interconnect cable is twinax. So, you need a pair of 10 GbE twinax cables for cluster interconnection. ISL cables are not twinax cables.

To be more precise - The base configuration includes licenses for only two 100GbE ports, which are typically used for Inter-Switch Links (ISL). If you need to use 100GgE for intercluster connection you must license file.

BCE Not A - if you want to use 100 GbE ports you need license file. Port 1-16 are 10/25 GbE base ports. For any additional ports from 17 and higher you need to purchase license file. It is a tricky question.
