C is not correct because Anypoint Platform provides role-based access control (RBAC) that enables you to define different roles (e.g., admin, developer, viewer) and assign permissions to these roles at both the organization and environment levels. A is correct. Ref 1 - https://docs.mulesoft.com/access-management/external-identity - here clearly mentioned "Configure identity management in the Anypoint Platform root organization." Ref 2 - https://docs.mulesoft.com/access-management/conf-openid-connect-task - Here in the setup steps mentioned "In the Business Groups menu, select your root organization."

It should be A. Cannot be C cause roles and permissions are set at business group level. Identity management is done at organization level.
