The default access tier for a new general-purpose v2 storage account is set to the hot tier by default.
An append blob is composed of blocks and is optimized for append operations. When you modify an append blob, blocks are added to the end of the blob only, via the Append Block operation. Updating or deleting of existing blocks is not supported.
Rehydrating a blob from the Archive tier can take several hours to complete.
For me the second should be true , I followed Bartin8tor link for append blobs and it clearly states that they are optimized for random read & writes.
