agreed. ex: W=6, M=12, Y=10, WeekOfYear=20 Each weekly full backup will be kept for six weeks. Except first full backup of each month, which will be kept for 12 months. Except the full backup taken on 20th week of year, which will be kept for 10 years. https://learn.microsoft.com/en-us/azure/azure-sql/database/long-term-retention-overview?view=azuresql

52 backups - Azure SQL Database Long-Term Retention (LTR) works in a way where it reuses the same backup for both weekly, monthly, and yearly LTR, so the total number of backup copies does not accumulate. The weekly backup is used for the monthly and yearly backup, which is why the correct number of backups stored would still be 52.

nope. "W=6, M=12, Y=10, WeekOfYear=20 Each weekly full backup will be kept for six weeks. Except first full backup of each month, which will be kept for 12 months. Except the full backup taken on 20th week of year, which will be kept for 10 years." - it kinda is stupid to use two different backups for w, m, y. so it will be 52.
