Answer is NYY Check this: https://learn.microsoft.com/en-us/entra/external-id/external-collaboration-settings-configure From the link, "Only users assigned to specific admin roles can invite guest users: To allow only those users with administrator roles to invite guests, select this radio button. The administrator roles include Global Administrator, User Administrator, and GUEST INVITER!" And also, "With the GUEST INVITER role, you can give individual users the ability to invite guests without assigning them a global administrator or other admin role. Assign the Guest inviter role to individuals. Then make sure you set Admins and users in the guest inviter role can invite to Yes." So, User2 is a GUEST INVITER but belong to an administrator role. So, Box 2 is Y!

Answer is correct. No, No, Yes User2 is a member only and therefore can not invite other members. But he can request adding a member. quote from Microsoft: If you're a team owner, you can add someone to a team. If you're not a team owner, you can submit a request and the team owner can then accept or deny it. source: https://support.microsoft.com/en-gb/office/add-members-to-a-team-in-microsoft-teams-aff2249d-b456-4bc3-81e7-52327b6b38e9
