Looks like this question is outdated. Update from MS: "We recommend that you use Delivery Plans to track dependencies instead of Dependency Tracker. The Dependency Tracker extension is not a supported feature of Azure Boards and isn't supported by any product team."
The pluralsight resource I'm using talks only about Delivery Plans. They will display and "track" dependencies based on the successor / predecessor links, or affects, or produces for.
It is builtin and works accross mulitple organizations provided that they use the same AD.
I think that today the correct vote is A.
