Resource1 and Resource3 only Microsoft 365 Phone System - Virtual User https://learn.microsoft.com/en-us/microsoftteams/teams-add-on-licensing/virtual-user Previously, a Teams Phone Resource Account license (once known as a Virtual user license) was only required when assigning a phone number to a resource account. Now, all resource accounts must be assigned a Teams Phone Resource Account license, regardless of whether they'll be assigned a phone number or not.

Both AA and CQ need resource account. The license answer is bit tricky, the exact should be Microsoft Teams Phone Resource Account but it's not there.
