Resource1 and Resource3 only Microsoft 365 Phone System - Virtual User https://learn.microsoft.com/en-us/microsoftteams/teams-add-on-licensing/virtual-user Previously, a Teams Phone Resource Account license (once known as a Virtual user license) was only required when assigning a phone number to a resource account. Now, all resource accounts must be assigned a Teams Phone Resource Account license, regardless of whether they'll be assigned a phone number or not.

For both CQs and AAs, you need to use a virtual user license to assign to the resource account

Resource 1 (AA) and Resource 3 (CQ) each need a Microsoft Teams Phone Resource Account license

Both AA and CQ need resource account. The license answer is bit tricky, the exact should be Microsoft Teams Phone Resource Account but it's not there.
