I am pretty sure the answer should be Teams Room Standard license. (Although the correct name is Teams Room Basic.)
In the following link about Common Area Phone licenses, it states "For a more complete meeting room experience, including audio conferencing, consider purchasing a dedicated Teams Rooms license with a Teams Rooms device instead."

E3 will not give you Phone system & Audio conferencing but only exchange mailbox
Agree with C, although Teams Room Standard is now a legacy license, which is now Basic or Pro. Probably wont see this on the test in 2023 https://learn.microsoft.com/en-us/microsoftteams/rooms/rooms-licensing
"conference" phones go in "rooms". common area "phones" are phones in the kitchen, next to the main door, next to a security door...they're handsets and not conference phones...you going to have a conference in a common area??
