Is the question complete? I can only see Admin1 being an owner of RG1 and Admin4 being a security reader. It the question is complete, obviously only Admin1 could possibly delete or create something.

Admin1 have Owner permission to RG1 so he can delete the VM. Admin3 has the Owner permission to the subscription so he should be able to delete the VM as well. For the second question who can create RG it should be Admin3.

I think it is a wrong question. Admin 1 is an owner but the scope is RG1. So he can delete a VM(inside that RG), but he cannot create another RG, since RG cannot be created in another RG. There is no such option that nobody can create an RG.

A question very similar to this but with 2 additional role assignments and two additional question choices was on exam Aug 06 2024. Make sure you understand the concept.

I think the question is not completed. So the response is just based on the "RoleName"?
