Wrong B is correct. Add a page navigation button to page 1 because the solution must minimize development and maintenance effort as pages are added to the report. If we add more pages the report they will be automatically added to the page navigator. Only thing is you have to change 'show hidden pages' option to off. But with the bookmark navigator, lot of efforts required to create individual bookmark to each page and also the newly added pages manually. another problem is it also adds all other bookmarks to the navigator which we dont need. so we should create a page navigator button in page 1(and set 'show hidden pages' to off)

This a great explanation. To summarize: Adding bookmark can also meet the requirement but too complicated. Adding page navigation only need to insert "page navigator" and disable "show hidden pages"

A Blank button do nothing itself and it could only be associated with single action (so even having associated action, it only could bring you to one another page) You could create a bookmark for each page (it would be absolutely the option with less dev and maintenance effort) but it's not mentioned all bookmars should be placed in page 1. The bookmark navigation button, similar to option A, could be only associated with a single action leading to another page not to all pages. Option C is the right one here

I feel c is correct because it says that users quickly navigate FROM first page to OTHER pages. By creating bookmarks per pages could easily navigate users from one page to the other.
