you can set an alert in a KPI visual in a report but port must be edited in powerbi service not in PBI Desktop
Reading all comments I was going to agree with option C as I realize alerts can only be set in PowerBI Service not in PBI desktop so I was forgetting option A assuming this would mean the visual must be in a Dashboard (I was totally aware alerts can only be set up in KPI, Gauges and cards, so I was already dismissing option D).
...but I've tested myself I can edit a report from powerservice and set an alert for a KPI visual to send notification by mail to any recipient I could set si I will stick to option A as there is no requirement in the question to create a Dhboard (which doesn`t exist by default)
Hopefully this gets seen. But realistically given this question no longer makes sense as there are 2 ways of doing it, it probably won't be on the exam anymore? But the simplest way to get this done would be go into the report and set the alert on the KPI visual, A
I tested this just this second, anyone can do it, takes 2 seconds
Tested - After you set up an alert on the KPI visual, the Data activator will send you a notification ( Email or teams) when conditions are met. So A and C are correct but A is the simplest way indeed.
BUT as the tile MUST be seen or monitored by a team, use a Dashbord to set up your alert is the best option. C is the correct answer. Hope this help...

C. Pin a card visual to a dashboard and set an alert on the tile.
To be notified when the temperature rises above four degrees Celsius, you can pin a card visual showing the temperature to a dashboard and set an alert on the tile. To do this, first create the card visual on the report page showing the temperature data, then click on the "Pin visual" button in the top right corner of the visual and select the dashboard where you want to pin it. Once the card is pinned, click on the ellipsis menu in the top right corner of the tile and select "Set alert". From there, you can configure the alert settings to notify you when the temperature rises above four degrees Celsius. This solution allows you to receive notifications without having to constantly monitor the report or dashboard, and provides a targeted alert specific to the temperature data you're interested in.
No confusion, no need to discuss further
You first have to pin a one-value visual to the dashboard (Card/KPI/Gauge) and then you can set an alert on it's value. You can't set alerts on a report or whole report pages pinned to the dashboard.
A voting comment increases the vote count for the chosen answer by one.
Upvoting a comment with a selected answer will also increase the vote count towards that answer by one.
