I think the correct answer is "Allow external senders to email this group" and "Microsoft 365 admin Center"

agree with answers ! if you changed the group to public from 365 you will add all users to the group !

If you need to change the Group1 privacy to Public to add user to Group1, the first answer is wrong ?

Switching group privacy mode won't work, because external sender are not allowed. You need to invite user to allow sent emails to this group. If he is invited no privacy settings need to change anymore.
